European Ministers Express Solidarity with Spain After Migrant Surge in Ceuta

EU member states and Schengen-associated countries today unanimously expressed strong solidarity with Spain following last week’s surge of tens of thousands of migrants into its enclave—the town of Ceuta, on the northern Mediterranean coast of Morocco—praised the swift and effective response of Spanish authorities, and called for strengthening the EU’s external borders.

In a statement following the video conference of EU interior ministers, condolences were expressed for the deaths of migrants during the border breach and while swimming around it in hopes of entering Ceuta and from there reaching Europe.

The latest reports from Spanish authorities and the European Commission indicate that the vast majority of those who crossed the border illegally have been returned to Morocco and have not left Ceuta for Spain or any other EU member state.

The ministers’ meeting was an opportunity for member states to exchange views on the importance of protecting the EU’s external borders.

„There was a shared understanding of the need to continue the relentless fight against migrant smuggling networks, to support returns, strengthen EU borders, build deep partnerships with third countries, and improve forecasting,“ the EU Council statement said.

Irish Minister for Justice Jim O’Callaghan emphasized that the EU is united and ready to support Spain.

„The EU’s external borders are our shared responsibility, and migration requires a unified European response,“ said the minister from the country holding the EU presidency this semester.

EU interior ministers highlighted the need to improve intelligence by developing early warning systems, exchanging intelligence data, and monitoring social networks.

They emphasized the importance of cooperation with third countries outside the Schengen area and the further development of partnerships that create better living opportunities for people in their home countries and strengthen migration management.

The ministers stressed that communication during crises can be further strengthened through timely coordination and should be more coherent, especially to counteract malicious external actors engaged in manipulation and interference.
