The Council of the European Union today appointed German diplomat Dirk Schuebel as the new EU Special Representative for Kosovo, and also extended the mandates of the Special Representatives for Bosnia and Herzegovina and the Horn of Africa.
Schuebel will assume office on September 1, 2026, and his initial mandate will last for two years, according to the statement from the EU Council.
Schuebel is a diplomat with many years of experience in the European External Action Service (EEAS), the European Commission, and the German Ministry of Foreign Affairs.
He is currently head of the Russia Division at the European External Action Service.
Previously, he served as the EU Special Envoy for the Eastern Partnership from 2022 to 2024, and before that, he was the EU Ambassador to Belarus and Moldova.
At the same time, the EU Council extended the mandate of the Special Representative for Bosnia and Herzegovina, Luigi Soreca, for another two years, while the mandate of the Special Representative for the Horn of Africa, Annette Weber, was extended for one year.
